  Statistics Related to Provincial Council Elections of Southern Province
 
Provincial Councils have been established in Sri Lanka by the 13th amendment to the constitution. The elections are conducted under the Elections to Provincial Council Act No. 2 of 1988.

The Southern Provincial Council was dissolved on 03rd August 2009. The last election was held on 10th July 2004.

The period for accepting nominations for this election is from 21st to 28th August 2009. The polls has been fixed for 10th October 2009. Postal voting will take place on 29th and 30th of September 2009.

Paffrel with its network of collaborating organizations in the districts of Galle, Matara, and Hambantota will observe the election process in all three phases. We hope to cover the polling centre through stationery and mobile observation on 10th October 2009. There will be 23 mobile teams in operation. 21 long term observers are assigned to each electoral division to observe the electoral process.

Training of the observers will be held in the divisions during 15th -30th September.

Our observation exercise include;
a. Observing postal voting
b. Deploying one observer per Divisional Secretariat’s All Party Operation Unit in 47 divisions.
c. Taking part in the All Party Operation Unit in the Election Secretariat, Colombo

The operation secretariat at PAFFREL will issue statements periodically on the findings of election observation process.
